A recent investigation by the Associated Press has revealed that an artificial intelligence (AI) tool called “Family-Match,” designed to streamline the process of finding permanent adoptive homes for children in foster care, has proven to be ineffective in several states. The investigation found that social workers in Florida, Georgia, and Virginia implemented the tool but often encountered difficulties in finding suitable matches, often leading them to unwilling families.
The AI tool, which was embraced by several states, was expected to revolutionize the adoption process. However, the investigation concluded that it offered limited help and only resulted in one or two adoptions per year in states that continued to use it. Virginia and Georgia initially stopped using the tool after a trial run, but Georgia recently reversed course and signed a new agreement to continue using it for free. Florida, on the other hand, has committed to paying for the platform after the expiration of a grant that initially funded its use.
Experts believe that AI technology has the potential to streamline various processes, including adoption. Phil Siegel, the founder of the Center for Advanced Preparedness and Threat Response Simulation (CAPTRS), explained that AI can assist in recruiting and onboarding people interested in adoption, reminding them to complete paperwork, and even helping them complete it. Furthermore, AI can effectively match children with families by removing human bias in decision-making.
Despite the limitations and challenges faced by the Family-Match platform, states are still willing to give it a chance due to the potential benefits it offers. Siegel believes that with further refinement, an AI-powered tool could greatly assist social workers and families in the adoption process.
However, there are also concerns raised by critics like Samuel Mangold-Lenett, a staff editor at The Federalist. He points out that AI systems could complicate the process by adding additional levels of bureaucracy and potentially overshadowing the crucial human connection that is essential in adoption.
The investigation highlights the ongoing debate surrounding the use of AI in sensitive processes such as adoption. While AI has the potential to streamline labor tasks and remove bias, critics argue that it should not replace the importance of human engagement and heart-to-heart connections when it comes to matching foster children with adoptive parents.
Family-Match, the company behind the AI tool, has not yet responded to requests for comment on the investigation.
