Former Head of Special Projects Property Management Department of the Russian Ministry of Defense Found Guilty of Bribery and Embezzlement

The Basmanny Court in Moscow has reexamined the criminal case against former head of the Special Projects Property Management Department (SPPMD) of the Russian Ministry of Defense, Andrey Tulupov. He was accused of receiving bribes on a particularly large scale in the procurement of PCR tests, embezzlement, and abuse of power. According to TASS, the court has declared Tulupov guilty of receiving bribes on a particularly large scale (Article 290, Part 6 of the Russian Criminal Code), embezzlement (Article 160, Part 4 of the Russian Criminal Code), and abuse of power (Article 285, Part 3 of the Russian Criminal Code). As a result, he has been sentenced to 7.5 years of imprisonment in a strict regime correctional colony.

The court did not consider the civil claim of the Federal State Unitary Enterprise “Management of Special Projects Property” of the Russian Ministry of Defense, amounting to a total of 34 million rubles.

Prior to this, it was revealed that top managers of the engineering holding company “Tractor Plants Concern” (TPC) – the deputy director of economics and corporate finance, Mikhail Shkolnik, and the former head of the treasury, Irina Vostorgina – were found guilty of large-scale embezzlement in the Meshchansky Court in Moscow. Shkolnik was sentenced to 4 years of imprisonment, while Vostorgina was sentenced to 3.5 years of imprisonment. Additionally, fines of 400,000 rubles and 350,000 rubles were imposed on them, respectively.

Earlier, two employees of the Ministry of Defense were arrested for embezzlement of 700 million rubles.
