The measure also introduces a 3-cent per kilowatt-hour excise tax on electricity sold at charging stations. However, consumers will be exempt from paying the state’s 5% sales tax. Revenue projections for the tax vary, with the state Department of Transportation estimating up to $27,600 by the 2025-26 fiscal year, while the Department of Revenue suggests it could generate as much as $930,000. Not imposing the sales tax on charging station electricity would result in an annual loss of $1.3 million, according to the Department of Revenue.
The second bill empowers the state Department of Transportation to administer $78.7 million in federal grants to assist businesses in constructing charging stations over the next five years. These grants would cover up to 80% of the costs, with recipients required to contribute the remaining 20%. The federal funding is intended to kickstart the establishment of stations along Wisconsin’s interstates and highways, ensuring that stations are no more than 50 miles apart, as advised by federal guidelines.
The move to expand the EV charging network in Wisconsin reflects the growing demand for electric vehicles and the need for adequate infrastructure to support them.
