One of Governor Hochul’s top priorities is to reach a compromise with progressive statehouse Democrats while protecting her party’s congressional candidates from attacks by conservatives. A key challenge she faces is the need to create more housing in the state, a problem that has proven elusive in the past. To tackle this issue, Hochul is proposing a $500 million fund to support housing construction on state-owned land and aims to reinstate a program that gives developers tax breaks for creating affordable housing in New York City. Additionally, she is pushing for local governments to prioritize housing growth through certain state funding programs.
Governor Hochul is also taking steps to address Republican criticisms about crime, which affected Democrats during the 2022 congressional elections. She plans to establish a law enforcement task force on retail theft and create a state police team focused on organized retail theft rings, along with increased state funding for related programs. Hochul is also proposing a tax credit for small business owners to help offset the cost of store security measures.
In terms of public safety, Hochul aims to expand mental health care services in New York. Her proposals include adding 200 new inpatient psychiatric beds and providing better training for law enforcement to handle individuals with mental health issues.
Throughout the past week, Governor Hochul has introduced various pillars of her agenda, including an overhaul of literacy education and paid medical leave during pregnancy. However, most of these proposals require approval from the Legislature before becoming law.
Notably absent from Governor Hochul’s speech was any mention of how the state plans to handle the large influx of migrants primarily landing in New York City, which has strained the city’s homeless shelters and financial resources. She stated that she would further expand on her plans during the upcoming budget proposal.
The legislative session in New York this year will also include a contentious congressional redistricting process that could impact the party control of the House. A bipartisan redistricting commission will present a proposed map to lawmakers by the end of February, which can then be accepted or altered by the Democratic-controlled Legislature. Democrats are expected to make efforts to gain an advantage in crucial districts ahead of the fall elections, while Republicans aim to hold onto their seats. The first bellwether of this process will be a special election to fill the seat left vacant by George Santos, the expelled New York Republican, on February 13.
