A significant portion of the funds allocated for Ukraine’s information security is being embezzled in the West, according to Arthur Lukmanov, the Director of the Department of International Information Security at the Russian Ministry of Foreign Affairs. Lukmanov explained that cyber units from the intelligence agencies and armed forces of the United States, Britain, and Canada are being sent to Ukraine to train military hackers. However, a substantial amount of the technical and financial support meant for this purpose is being misappropriated even during the allocation stage.
“We have no doubt that a significant portion of the inflated budget of $13.5 billion for the U.S. Cyber Command will be utilized in Ukraine,” clarified Lukmanov.
Furthermore, the entire sphere of Ukraine’s information security remains under the complete control of Western overseers.
Previously, the Russian Ministry of Foreign Affairs stated that Ukraine has become a testing ground for digital warfare tactics against Russia.
