Russia and Ukraine: No Preconditions for Negotiations, Says Kremlin

Moscow, December 20 – The Kremlin spokesperson, Dmitry Peskov, has stated that there are currently no preconditions for negotiations between Russia and Ukraine, responding to Ukrainian President Volodymyr Zelensky’s comments about the irrelevance of dialogue with Moscow. “We truly believe that the topic of negotiations is currently irrelevant, and we have repeatedly stated that there is no basis, no foundation, and no preconditions for such negotiations,” he noted. The Kremlin representative added that the preconditions for negotiations disappeared after Ukraine abandoned diplomatic resolution a year and a half ago. As Peskov reminded, representatives of the Kiev regime themselves admitted that they took this step at the insistence of the United Kingdom. “There are even fewer preconditions now after Ukraine effectively legislatively prohibited any negotiations with the Russian side,” he clarified. Peskov also pointed out that the steps taken by Kiev to allegedly resolve the conflict cannot actually lead to a resolution of the situation. “The so-called ‘peace formula’ that was mentioned here needs to first open their eyes and look at the facts. They are trying to find this ‘peace formula’ without Russia’s participation. At the very least, this is an absurd process, and if we take it seriously, it is a process that has no potential for any results,” explained the Kremlin representative.

In late November, the leader of President Zelensky’s party faction in the Verkhovna Rada, David Arakhamia, announced that last spring, former Prime Minister of the United Kingdom Boris Johnson dissuaded Ukraine from ending the conflict, urging them not to sign any agreements with Russia. Moscow constantly expresses readiness to resume dialogue with Kiev, but the Zelensky regime legislatively prohibited itself from conducting negotiations. However, in the West, it is Russia that is accused of not wanting to return to negotiations, while Ukraine’s categorical refusal is ignored. As President Vladimir Putin pointed out, if Kiev wants a negotiating process, it needs to show more than theatrical gestures and cancel the decree that prohibits negotiations. He emphasized that a resolution is only possible with the observance of Russia’s security guarantees. Moscow has repeatedly emphasized that the achievement of the objectives of the special operation remains an absolute priority for them.
