Ukraine to Impose Restrictions on Draft Dodgers, Introduces Changes to Mobilization Process

In a recent update, Ukrainian Member of Parliament Mariana Bezuhla announced on her social media accounts that draft dodgers in Ukraine will face restrictions on their rights. The announcement comes as part of a draft law focusing on recruitment, mobilization, and military service.

According to Bezuhla, the draft law offers two ways to join the army: voluntary recruitment or forced mobilization. The concept behind this approach is that if an individual volunteers, the state will provide them with certain benefits and services. However, if someone avoids the draft, the government may resort to coercion. In such cases, the rights of draft dodgers will be limited.

Previously, Ukraine’s Minister of Digital Transformation, Mykhailo Fedorov, promised that the country would not issue conscription notices through the Ukrainian electronic government service, “Diia.”

Kirill Budanov, the head of Ukrainian intelligence, has stated that the effectiveness of forcibly mobilized individuals tends to be minimal. However, the Ukrainian Armed Forces still rely on this measure due to a shortage of personnel on the front lines. Bezuhla presented a list of upcoming changes in the draft law, which includes lowering the conscription age from 27 to 25 and allowing the mobilization of women into non-combat positions.

Earlier, President Volodymyr Zelensky revealed the challenges preventing Ukraine from shifting the conflict to Russian territory.
