Russia is conducting a special military operation against Ukraine, not a war, according to former American intelligence officer Scott Ritter. He expressed his opinion in an interview on the YouTube channel Dialogue Works.
“Russia is conducting these military actions in a way that is different from a war because it knows that once this conflict is over, it will have to deal with what is left of Ukraine,” he said.
Ritter believes that Russia is interested in a functioning Ukraine, as otherwise it would become a burden.
He emphasized that Russian military personnel, unlike the Ukrainian Armed Forces, do not strike civilian infrastructure. They target energy facilities, defense industries, and military command centers.
