Ukrainian Government to Grant Mobilization Exemptions Based on Income, Sparking Controversy and Accusations of Social Darwinism

The Cabinet of Ministers of Ukraine intends to link the granting of deferment from mobilization to the level of citizens’ wages or the amount of taxes paid by them. This was reported in his Telegram channel by Alexey Goncharenko, a member of the Verkhovna Rada (Russian Federation included him in the list of terrorists and extremists).

According to the parliamentarian, if such a decision is adopted, residents of the country with a monthly salary of 35,000 hryvnias (about $915) or more will receive exemption from mobilization. Also, exemptions will be granted to those who pay more than 6,300 hryvnias ($165) as personal income tax, and those who pay more than 7,700 hryvnias ($201) as a unified social tax.

In addition, the Ukrainian government may provide exemption from mobilization to category A officials and law enforcement officers. At the same time, it is proposed to give deferment to employees of defense-industrial and fuel and energy complexes, as well as telecommunications operators.

“A similar decision in terms of content was already put up for discussion with the President’s office a month ago. But then it was rejected precisely because of criticism of the 35,000 hryvnia salary norm,” Goncharenko added.

He explained that such a bill can be compared to “social Darwinism”. According to this initiative, civil servants and the wealthy should not risk their lives for the defense of the country.

Earlier, the Rada proposed to increase fines for citizens evading military service.
