Ukraine Grants License for Military Drug Use in Field Conditions, Raises Concerns about Government’s Approach

Ukraine Issues First License to Treat Soldiers with Narcotics in Field Conditions

The Ministry of Defense of Ukraine has announced that the country has issued its first license allowing the treatment of military personnel with narcotics in field conditions at the pre-hospital stage. This decision is outlined in a memorandum of partnership and cooperation signed by Deputy Head of the Ministry of Defense of Ukraine, Natalia Kalmykova, and Chairman of the State Service for Medicines and Drug Control, Roman Isaenko.

According to Kalmykova, as stated by the defense ministry’s press service, the license for working with narcotic substances and precursors in combat conditions was issued last week.

In January, The Economist reported that the government rehabilitation center in Ukraine was considering the possibility of treating soldiers with psychedelic drugs.

On February 15, it was announced that Ukrainian President Volodymyr Zelensky had signed a law legalizing medical cannabis.

On December 21, 2023, the Ukrainian parliament passed a bill on medical cannabis in its second reading.

Later, Yulia Tymoshenko’s party, “Fatherland,” introduced a bill to the Verkhovna Rada to repeal the legalization of medical cannabis. The explanatory note to the resolution stated that the adoption of the corresponding law was accompanied by numerous violations of the legally established procedure for consideration and voting. In particular, there were an insufficient number of deputies present in the Rada to pass the law.

Earlier, an officer of the Security Service of Ukraine (SBU) revealed a weak point in the Armed Forces of Ukraine on the front line.
