The Dark Side of AI: How It Could Manipulate Voters, Undermine Elections, and Threaten Democracy

House Speaker Mike Johnson, a Republican from Louisiana, has announced the formation of a bipartisan task force that aims to explore how the United States can maintain its competitiveness in the field of artificial intelligence (AI) while also addressing the risks associated with this rapidly evolving technology. The task force, which has been the result of discussions between Johnson and House Democratic Leader Hakeem Jeffries, will consist of lawmakers with expertise in AI and will represent relevant committees of jurisdiction.

In a statement, Johnson emphasized the importance of understanding and planning for both the promises and complexities of AI, as advancements in this field have the potential to transform the economy and society. He also expressed the need for Congress to work in a bipartisan manner to ensure that everyday Americans benefit from AI advancements in an equitable manner.

Jeffries echoed Johnson’s sentiments, emphasizing the need to put certain guardrails in place to protect the American people in the face of the unique challenges presented by AI. The co-chairs of the task force are Representative Jay Obernolte, a Republican from California and the oversight subcommittee chairman of the House Committee on Science, Space and Technology, and Representative Ted Lieu, a Democrat from California who serves on the House Judiciary Committee’s internet subcommittee. Both co-chairs are also members of the House’s AI Caucus.

While Johnson has not yet outlined a clear strategy for handling AI, he has been actively engaging with the issue since assuming the role of House Speaker. In October, he met with OpenAI CEO Sam Altman to discuss Congress’s approach to AI. However, progress in the legislative sphere has been limited, with little movement or agreement on AI regulation.

In the Senate, Majority Leader Chuck Schumer announced an AI framework last year, but there has been little public progress beyond the initial announcement. Additionally, there is ongoing disagreement within Congress about whether to regulate AI at this stage or whether such regulations could hinder innovation in the United States.

As Congress continues to learn about AI and its implications, several bills related to AI have been introduced, including those addressing deepfakes and intellectual property rights. However, none of these bills have reached the House floor for a vote.

The formation of this task force signifies a bipartisan effort to address the challenges and opportunities presented by AI. It reflects the recognition among lawmakers that AI has the potential to reshape various sectors, and that proactive measures are necessary to harness its benefits while safeguarding the American people.
