Pentagon Press Secretary Major Gen. Patrick Ryder has confirmed that Defense Secretary Lloyd Austin oversaw and directed the recent strikes on the Houthi rebels. In light of recent events, the White House has implemented a new set of guidelines for situations where Cabinet heads are unable to fulfill their duties and need to delegate authority.
The need for these guidelines arose after it was revealed earlier this month that the Pentagon failed to promptly notify the White House of Secretary Austin’s hospitalization and surgery for prostate cancer in late December. This communication breakdown led to concerns about Austin’s ability to effectively carry out his responsibilities, with some even calling for his resignation.
In response to the incident, the White House conducted a review and requested input from each Cabinet department on their notification processes. The findings of this review were released on Friday, outlining the new guidelines. According to a memo from White House Chief of Staff Jeff Zients, the guidelines include notifying the offices of cabinet affairs and the White House chief of staff when agencies anticipate or prepare for a delegation of authority. Additionally, the delegation of authority must be documented in writing and the acting authority needs to contact their counterpart in the White House.
The memo also states that a delegation of authority is necessary when a Cabinet member has limited or no access to communication, is undergoing hospitalization or a medical procedure requiring general anesthesia, or is otherwise in a circumstance where they may be unreachable.
The incident involving Secretary Austin’s hospitalization and subsequent surgery highlights the importance of clear communication and delegation of authority within the government. It was only days after Austin’s hospitalization that the White House and the public were informed, causing concerns about transparency.
On Friday, Austin visited doctors at Walter Reed National Military Medical Center for a scheduled post-prostatectomy surveillance appointment. Doctors reassured that Austin’s prognosis is excellent and that he is expected to make a full recovery. A U.S. Defense official has stated that Austin is anticipated to return to the Pentagon on Monday after recovering from his surgery and working from home since January 15.
