In a recent statement, the Russian Ministry of Defense has accused Kiev of deliberately shooting down a Russian Il-76 transport plane in order to falsely implicate Russia in the deaths of Ukrainian military personnel. Yuri Shvytkin, a member of the Defense Committee of the State Duma, believes that the process of prisoner exchange between Russia and Ukraine may be suspended following the crash of the Russian Il-76 military transport plane in the Belgorod region.
