Ukraine to Present Revised Draft Law on Mobilization to Parliament

The Ukrainian government is set to present a revised draft law on mobilization to the parliament in the coming weeks, according to Deputy Defense Minister Natalia Kalmikova. The law is urgently needed to ensure that the country’s defenders on the front lines have all the necessary resources. However, the process of coordinating amendments may take longer than usual. The main idea of the draft law remains unchanged, but the issue of mobilizing people with disabilities remains a point of contention. The number of such individuals has increased in the past two years, and mechanisms are needed to ensure fairness.

In December 2023, the General Staff of the Ukrainian Armed Forces requested the mobilization of an additional 450,000 to 500,000 people. The government introduced a draft law on mobilization to the parliament, which sparked outrage and was sent for further refinement.

Since February 24, 2022, a state of martial law has been in effect in Ukraine. On February 25 of the same year, Ukrainian President Volodymyr Zelensky signed a decree on universal mobilization, which prohibits conscripted men from leaving the country.

On November 9, the mobilization and state of martial law in the country were extended for three months, until February 14, 2024.

On December 26, the draft law on mobilization was published on the website of the Verkhovna Rada of Ukraine. The document stipulates that individuals listed in the conscription register will be deprived of the right to travel abroad, use their own funds, drive a car, engage in real estate transactions, and obtain documents such as passports and international passports.

Earlier, an Odessa resident managed to avoid receiving a summons by bombarding military officials with questions.
