Longtime PR Consultant Accused of Targeting Black Universities and Officials on Behalf of China

FIRST ON FOX: A longtime public relations consultant, Julia Wilson, has been accused of being paid lavishly to target Black universities and government officials on behalf of an organization with deep ties to the Communist Party of China (CCP).

Wilson, whose global communications firm is located near the White House, has reportedly received over $1 million for her work as a foreign agent for the China-United States Exchange Foundation (CUSEF). Congressional lawmakers have described CUSEF as a “forum designed to advance CCP objectives.” Wilson’s relationship with CUSEF began in 2009 when Tung Chee-hwa, CUSEF’s founding chairman, visited her office to learn more about Black Americans and their influence in politics.

During a presentation at the University of Arkansas Pine Bluff, Wilson explained how her firm’s relationship with CUSEF led to the creation of an African American Initiative in education, business, and civic affairs. The initiative included a program for students from the Congressional Black Caucus members’ districts to study in China. Wilson claimed that the Chinese government would cover the students’ tuition, room and board, and some meals, while the students only had to raise money for their international tickets.

Tung Chee-hwa, who also served as a vice chairman of the Chinese People’s Political Consultative Conference (CPPCC), introduced the HBCU presidents to a Chinese vice premier during their visit to China. The vice premier, Liu Yandong, announced scholarships for African American students from HBCUs and Congressional Black Caucus members’ districts.

Wilson’s firm, Wilson Global Communications, has been paid over $1 million by CUSEF between 2017 and the end of last year. Multiple filings under the Foreign Agents Registration Act (FARA) show that Wilson’s responsibilities included engaging with U.S. elected officials, coordinating American student visits to China, and building dialogue between China and African American education and civic leaders.

Despite concerns about CUSEF’s ties to the CCP, Wilson’s firm has facilitated meetings with Congressional Black Caucus members and other prominent Democrats. In 2020, Wilson reached out to dozens of House and Senate offices, mostly members of the CBC, on behalf of CUSEF. She has also met with prominent Democrats such as House Speaker Nancy Pelosi and former Secretary of State John Kerry.

During the pandemic, Wilson worked with HBCUs to facilitate virtual courses on Mandarin taught by a Chinese language professor from Beijing Foreign Studies University. Despite travel restrictions, Wilson brought in over $350K between 2020 and 2021.

Neither Wilson, her firm, CUSEF, nor the Congressional Black Caucus responded to inquiries about these allegations.
