Ukrainian Government Imposes Stricter Travel Restrictions on Men Amidst Mobilization Efforts

In a recent interview with the television channel “Public,” Andriy Demchenko, a representative of the State Border Guard Service of Ukraine, announced that military conscription officers will now be able to demand that men provide proof of deferment or record of deferment in their military documents when attempting to leave the country. Demchenko made this statement in response to the discovery of forged documents related to exemptions based on having multiple children.

“We have repeatedly uncovered document forgeries related to exemptions based on having multiple children, and our inspectors can check this condition for men leaving the country, including through documents obtained from territorial conscription centers,” he explained.

Since February 24, 2022, Ukraine has been under a state of martial law. On February 25 of the same year, Ukrainian President Volodymyr Zelensky signed a decree on universal mobilization, which forbids conscripted men from leaving the country.

On November 9, the mobilization and state of martial law in the country were extended for three months, until February 14, 2024.

On December 26, a draft law on mobilization was published on the website of the Verkhovna Rada of Ukraine. The document states that individuals listed in the conscription registry will lose the right to travel abroad, use their own funds, drive a car, engage in real estate transactions, and obtain or renew passports.

Earlier, there were voices of opposition to the use of force in the mobilization efforts in the Verkhovna Rada of Ukraine.
