Debate Over US Patriot Missile Deployment in Palau Intensifies Ahead of Elections

A heated debate has arisen in Palau regarding the proposal for permanent deployment of U.S. Patriot missile defense batteries in response to China’s growing influence in the Pacific region. The United States has already begun work on an over-the-horizon radar system in Palau, leading the country’s president, Surangel Whipps, to request the installation of the missile shield for the safety of the archipelago’s residents. However, the Senate in Palau recently passed a resolution rejecting the deployment, citing concerns about the islands’ history as a battleground during World War Two. The issue is yet to be considered by the lower house of parliament.

Whipps had announced in September that discussions were underway between the U.S. and Palau regarding the permanent deployment of Patriots, as the radar system made Palau a potential target in any conflict due to its location between the Philippines and Guam. The deployment of Patriots would not only protect the radar system but also enhance U.S. capabilities in the Pacific region, where China has been expanding its military operations. Temporary deployments of Patriot systems have already taken place in Palau, with successful test-firings during military exercises.

The proposal has faced opposition within Palau, with some suggesting Chinese interference. President of Palau’s Senate, Hokkons Baules, stated that the military buildup in the country primarily serves U.S. interests rather than Palau’s. However, Baules clarified that the opposition to the missile deployment was not about China and that Palau aims to build economic ties with all nations, including China.

The issue of missile deployment has gained significance due to the upcoming elections in Palau in the latter half of 2024. Cleo Paskal, an expert on the Pacific islands, highlighted the impact of the U.S. Congress’s failure to approve new funding programs for Palau, Micronesia, and the Marshall Islands, resulting in a funding crunch for Palau. Critics argue that the U.S. is making Palau a target for military conflict while neglecting investment in education and healthcare.

The debate surrounding the U.S. Patriot missile deployment in Palau reflects the tensions between the United States and China in the Pacific region. As Palau prepares for elections, the outcome of this issue will have significant implications for the country’s future and its relationship with both superpowers.
