Russian Amendments Allow for Military Service in FSB, Restrict Foreign Agents

Moscow, December 6 – According to the amendments to the draft law on volunteer formations available in the electronic database of the State Duma, it will now be possible to serve in the Federal Security Service (FSB) by conscription. The document states, “To amend the Federal Law of March 28, 1998, No. 53-FZ ‘On Military Duty and Military Service’ after the words ‘Russian Federation’ in the first paragraph of Article 36, add the words ‘of the Federal Security Service.'” Currently, paragraph 3 of Article 36 specifies that citizens serve in the Armed Forces, state security agencies, and other forces by conscription. However, an amendment is proposed to the law “On the Federal Security Service” which would prevent citizens recognized as foreign agents from serving in the FSB. Currently, Russia is conducting its autumn conscription for military service. As reported by the Ministry of Defense, they plan to recruit 130,000 people into the armed forces.
