Moscow, November 24 – Vladimir Putin spoke at the international conference on Artificial Intelligence Journey and provided several directives for the development of this field. “Russia is currently among the few countries that possess their own generative and artificial intelligence technologies, as well as large language models. We must strengthen this competitive advantage and create new markets and a constellation of products and services based on these technologies,” stated the president. He announced that a new strategy for the development of artificial intelligence will be approved in Russia in the near future. The implementation of automation and AI will create conditions for increased income for citizens, an increase in the number of modern jobs that require significant skills, and therefore higher wages. “With the integration of artificial intelligence into science, education, healthcare, and all areas of our lives, humanity is embarking on a new chapter of its existence,” emphasized the head of state. He instructed the government and companies participating in the AI development alliance to work on increasing the capacity of Russian supercomputers by at least an order of magnitude. Graduate students, students, and schoolchildren engaged in scientific research should have access to computational infrastructure. Additionally, it is necessary to expand the training of developer-scientists, added the president. In turn, the government should create an educational program on AI. As noted by the head of state, the Kremlin is ready to provide additional funding for research and development in the field of AI, on the condition of co-financing by leading Russian companies. The authorities will strive to make Russia one of the most comfortable jurisdictions in this field. Putin stated that it is not possible to prohibit the development of technologies, but it is necessary to ensure their safety and rationality of use. Humanity can establish acceptable rules for the use of AI that are applicable to all. According to the president, it is essential to rely primarily on traditional culture as the “most natural ethical regulator of technological progress.”
