House Speaker Mike Johnson Faces Challenges as Government Shutdown Looms

House Speaker Mike Johnson, R-La., is facing a critical test as the deadline to fund the federal government rapidly approaches. With the need for a short-term government funding extension known as a continuing resolution (CR), Johnson is seeking support from House Democrats to avert a government shutdown. However, this initiative is causing deep divisions within the House GOP conference, forcing Republicans to choose between hardliner demands or working with Democrats.

Several House Republicans, including Reps. Chip Roy, Warren Davidson, Bob Good, Marjorie Taylor Greene, and George Santos, have voiced opposition to the CR due to its lack of spending cuts. These conservatives argue that the plan does not address border security or conservative policy concessions. However, incorporating these measures into the CR would make it unlikely to pass in the Democratically held Senate.

To avoid a shutdown, both chambers of Congress must agree on a path forward by November 17. Johnson’s plan proposes two separate deadlines for funding different parts of the government, allowing lawmakers to focus on specific goals. The plan prioritizes appropriations bills concerning military construction and Veterans Affairs, Agriculture, Energy and Water, and Transportation and Housing and Urban Development. The remaining eight appropriations bills would need to be resolved by February 2, 2024.

While some Democrats have criticized Johnson’s plan, the House Democratic leadership has not explicitly opposed it. Left-wing lawmakers may support the plan due to its lack of spending cuts. The House GOP leaders are expected to hold a procedural vote on Tuesday to advance the bill.

This CR debate highlights the existing divisions within the House GOP conference over spending issues. Johnson’s predecessor, ex-Speaker Kevin McCarthy, lost his position due to his support for a clean CR. Although Johnson initially enjoyed more goodwill than McCarthy, this current fight is revealing similar fractures within the party.

Freedom Caucus Chair Scott Perry, a key conservative leader, expressed dissatisfaction with Johnson’s plan, highlighting the need for fiscal responsibility and meaningful change. As the government shutdown deadline draws closer, Johnson must work with Senate Majority Leader Charles Schumer, D-N.Y., to find a resolution.
