Former CIA Officer Pleads Guilty to Drugging and Assaulting Dozens of Women in Shocking Plea Deal

A former CIA officer, Brian Jeffrey Raymond, has confessed to drugging and sexually assaulting more than two dozen women while on overseas posts. Raymond, 47, pleaded guilty to multiple charges, including sexual abuse, abusive sexual contact coercion and enticement, and transportation of obscene material. As part of the federal plea deal, he admitted to victimizing 28 women in six countries since 2006. The crimes include keeping a trove of over 500 videos and photographs of naked, unconscious women.

The disturbing details of Raymond’s actions were revealed in a search warrant, which described how he manipulated the victims’ bodies, forced open their eyelids, positioned their limbs, and groped their body parts. U.S. District Judge Colleen Kollar-Kotelly, in a scathing decision denying Raymond’s application for bail, characterized him as a sexual predator who targeted unsuspecting women on dating applications, drugged and abused them, and left them unable to report his crimes.

The investigation into Raymond began in May 2020 when police responded to a report of a naked woman screaming on the balcony of his apartment in Mexico City, which was rented by the U.S. Embassy. Although the woman had no memory of the night, it was determined that Raymond had drugged and raped her after meeting her on Tinder. Raymond resigned from the CIA in the same year and attempted to delete the incriminating evidence when he learned of the criminal probe.

Investigators obtained the videos and photos from Raymond’s phone and iCloud account, allowing them to identify the victims, many of whom he had met on dating apps and invited to his embassy-leased apartments for drinks laced with drugs. In one video, Raymond can be seen sexually assaulting a victim as she struggled to breathe. The court papers also revealed that Raymond had conducted internet searches related to the effects of mixing Ambien and alcohol.

Raymond targeted women in Mexico City, Peru, and four other undisclosed countries. Prosecutors initially planned to call 14 victims to testify, but Raymond opted for a plea deal, which could result in a prison sentence of 24 to 30 years. He is scheduled to be sentenced on September 19. Raymond’s attorney, Denise Giraudo, has not yet commented on the case.

This shocking case exposes the abuse of power and betrayal of trust by a former CIA officer. The plea deal highlights the extent of Raymond’s crimes and the impact on his victims. The sentencing will be eagerly awaited as justice is sought for the women who suffered at his hands.
