Escaped Inmate Linked to Carjacking: Virginia Officers Admit to Sleeping on Duty

Naseem Isaiah Roulack, a 21-year-old inmate who escaped from a Virginia hospital in August, remains on the run and has since been linked to a carjacking and kidnapping incident in Maryland. An administrative investigation has revealed that two Virginia Department of Corrections officers, who were responsible for monitoring Roulack, admitted to being asleep during his escape.

During Roulack’s hospital visit, his metal handcuffs and leg restraints were removed for an MRI procedure and replaced with nylon “flex cuffs.” However, the metal cuffs were mistakenly never put back on, compromising his security.

Roulack, who was serving a 13-year sentence for aggravated malicious wounding, grand larceny, and hit-and-run charges, escaped before 6 a.m. on August 12. The U.S. Marshals Service has deemed him “armed and dangerous.” State and federal authorities are offering a combined $20,000 reward for information leading to his capture.

The officers involved in the incident have resigned, according to the Virginia Department of Corrections. VADOC Director Chadwick Dotson expressed gratitude for the thorough investigation conducted by the Special Investigations Unit and stated that the department will learn from these findings to enhance incarceration procedures and ensure lasting public safety.
